Human Resource Renewal in Government
An important issue for many organizations is how to meet their changing human resources needs. Many organizations want to become "employers of choice" and are striving to be more flexible, knowledge-intensive and learning-based. For some, reaching these goals will require nothing short of bold new human resource strategies that can promote change within the organization - a strategy that encourages innovative ways of organizing, supporting, managing, and rewarding people.
As employers, governments at various levels also face the issue of human resource renewal. The Work Network recently completed a multi-year national research project on Human Resource Issues in Government. The goal of the project was to generate new applied knowledge to help the federal and provincial governments redefine the strategies, policies, and procedures needed to transform the public service. Renewing human resources in government requires new managerial approaches, new skills, and new workplace arrangements.
