The value of evidence-based policy development and the transmission of "best practices" in policy and program development are widely recognized. Yet, even for policy issues where clear evidence is available to decision-makers, a lack of effective knowledge transfer strategies, and/or venues for the exchange of ideas have made planning difficult.

The process of knowledge transfer is a key element in integrating health research and health policy-making. Equally significant, but often ignored, is the challenge of managing policy change. In other words, once a decision has been reached about what to do, how does one go about doing it?

Decision-makers face numerous challenges in bringing about change in the complex health care environment. CPRN's Health Network aims to facilitate policy design and change by assisting health system leaders in thinking through and exchanging ideas for reform and implementation.
