Government Compensation: Issues and Options

The purpose of this paper is to outline the various issues and options that are involved in "getting it right" with respect to the compensation of government and employees. The emphasis is on outlining the various dimensions of the issues that are involved, and reviewing the literature with respect to what we know and do not know about government compensation, with the intent of setting out a research agenda for filling the gaps. While the focus is on government compensation, most of the issues apply to the broader public sector.
