Securing the Social Union

Canadians have been preoccupied with national unity and constitutional issues for at least 30 years - with little or no resolution. This study reports on a unique effort by governments and researchers to try to manage the interdependence of governments with respect to social policy and programs. The focus shifts from the Constitution to the pragmatic questions of how governments deal, day to day, and year to year, with issues that are central to the well-being of citizens.
