There are still obstacles to individual trying to cross provincial borders to work.  This study examines efforts that have been made to remove these barriers.  While significant progress has been made, the authors discovered many professionals are held back from movement because of impenetrable barriers.  The research is the result of a fellowship granted by Action Canada, a public/private partnership with a mandate to promote excellence in leadership in the public and private sectors in Canada.
