School-aged Children across Canada: A Patchwork of Public Policies

by Rianne Mahon

This study examines federal and provincial policies for school-aged children and youth in the following areas: education, health, economic security, recreation and culture, child protection and justice.  Set against the backdrop of changes in families, labour markets and the social policy framework developed over the postwar years, it examines both the common themes and divergent courses being charted.  Experiments with new forms of governance constitute one of the strongest common elements.  Accordingly, one chapter is devoted to examining various aspects of changing forms of governance as these bear on the development and delivery of policies for school-aged children
